Prof. Dr. Hoffjan is an expert on public pricing law in Germany. In his presentation, he discusses how you can use the market price priority enshrined in Regulation PR 30/53 to your advantage. Market prices should be given preference over cost prices. In reality, however, 5/6 of the Bundeswehr contract volume ends up being priced at cost. This is frustrating for companies, as cost prices severely limit their margins.

Professor Dr. Andreas Hoffjan has held the Chair of Accounting and Controlling at the Technical University of Dortmund since 2007. His work focuses on the calculation of public contracts and the controlling of fee-regulated companies. He is co-editor of the Ebisch/Gottschalk commentary on public pricing law and has written major expert reports on this topic on behalf of the regulatory authority MBWE.
